Putin Proposes a ‘Gentleman’s Agreement’ on Nukes for One Year

President Vladimir Putin has effectively proposed a one-year “gentleman’s agreement” on nuclear arms with the United States. Following the expiration of the New START treaty, he announced that Russia would voluntarily honor its limitations, implicitly asking Washington to do the same without a formal pact.

The proposal was presented as a measure of common sense to ensure global stability. Putin stated a desire to maintain “predictability and restraint” and to prevent a costly arms race. By committing to the 1,550-warhead cap, Russia is signaling its readiness to uphold the old rules of the road.

However, this informal agreement requires two willing parties. Putin was direct in stating that this gesture of restraint is contingent on the actions of the United States. The agreement would be broken, he implied, if the U.S. were to take steps that disrupt the established strategic balance.

The potential benefit of this agreement, as Putin sees it, is a path back to formal dialogue. He expressed that mutual, informal compliance could foster the right conditions for a “substantive strategic dialogue,” which could eventually lead to new, formal arms control measures.
